The DCI announces bans and restrictions of cards for their sanctioned formats if they deemed necessary to do and so. In normal cases, these announcements are made on Mondays and take effect within a few days.

Previously, such announcements used to be made in a scheduled basis (normally two to 3 months) with coherence of Standard legal sets and major tournaments like the Pro Tour[1] [2].

The following is a list of these announcements and their changes in chronological club. Formats that are non mentioned have seen no changes made to them in the respective announcements.

1994 [ ]

The concept of formats doesn't yet be as of this time. Vintage (Type 1) and Standard (Blazon 2) will exist introduced in 1995.

January 25th [ ]

Formation of the original DCI banned/restricted list.[3] [4] Ali from Cairo, Ancestral Remember, Berserk, Black Lotus, Braingeyser, Dingus Egg, Gauntlet of Might, Icy Manipulator, Mox Emerald, Mox Jet, Mox Pearl, Mox Ruby-red, Mox Sapphire, Orcish Oriflamme, Rukh Egg, Sol Ring, Timetwister, Time Vault, and Time Walk are restricted ("Express"). Ante cards and Shahrazad are banned.[v] [6] [seven] Utilise of cards from whatever of the expansion sets (at that time Arabian Nights) are banned unless the referee consents to their employ (this would later on exist changed to immune "unless expressly disallowed by the head judge prior to the event").[eight]

Feb 23rd [ ]

Orcish Oriflamme and Rukh Egg are unrestricted.[9]

March 23rd [ ]

Channel, Copy Artifact, Demonic Tutor, Regrowth, and Bicycle of Fortune are restricted. Icy Manipulator is unrestricted. Time Vault is banned.[9]

May [ ]

Candelabra of Tawnos, Feldon's Cane, Ivory Belfry, and Library of Alexandria are restricted. Dingus Egg and Gauntlet of Might are unrestricted.[9]

June 13th [ ]

  • Mishra's Workshop is restricted.[9]

Baronial [ ]

Anarchy Orb, Meteor, Mind Twist, Mirror Universe, Remember, Sword of the Ages, Underworld Dreams are restricted. For flavor reasons, all legendary cards (of type "Summon Legends"—then called Legends—or "Legendary Land") were restricted. Divine Intervention is banned.[x]

October 10th [ ]

Maze of Ith is restricted.[nine]

1995 [ ]

Creation of Standard (then called "Blazon ii") on January 10, inheriting banned and restricted lists from Vintage. Legal standard expansions are and so the most current basic fix (Revised Edition at the time) and the latest two Magic expansions only (The Dark and Fallen Empires). Unlike in Vintage, the head judge cannot ban cards from whatsoever such legal expansion.[11]

Apr 19th [ ]

  • Vintage: Balance is restricted. Fork is restricted.
  • Standard: Residue is restricted. [12] [13] [9]

October [ ]

  • Standard: new deck construction rules. Standard (Blazon ii) can be composed of cards from the nigh contempo edition of Magic The Gathering (Fourth Edition at the time), white border extensions (Chronicles), and all available limited edition expansions (Ice Age, Fallen Empires, and before long Homelands).[fourteen]

November [ ]

  • Legendary cards are unrestricted.[15]
  • Vintage: Zuran Orb is restricted. Channel, Anarchy Orb, and Falling Star are banned.
  • Standard: Zuran Orb is restricted. Channel is banned.

1996 [ ]

February [ ]

  • Standard: Listen Twist is banned. Black Vise is restricted.
  • Vintage: Mind Twist is banned. Black Vise is restricted.[ix]

April [ ]

  • Standard: Feldon's Cane and Recall are unrestricted.
  • Vintage: Time Vault is unbanned. Ali from Cairo, Black Vise, and Sword of the Ages are unrestricted.[9]

Card Errata [ ]

  • Time Vault now adds a fourth dimension counter to itself when a turn is skipped for its cost. Taking an actress turn requires the removal of a time counter.

May [ ]

Legacy is created (then called Type one.v). "Type one.v tournament decks may be constructed from Magic: The Gathering cards from the Limited (kickoff edition, with blackness border) serial, the Unlimited (second edition), Revised (tertiary edition), Quaternary Edition, whatsoever other Magic: The Gathering expansion (unless expressly disallowed by the head estimate prior to the event), and promotional cards released by Wizards of the Coast in magazines or through books." There are no restricted cards. The list of banned cards is the sum of all cards that are either restricted or banned in Vintage or Standard.[16]

July [ ]

  • Standard: State Tax is restricted.
  • Legacy: Land Tax is banned.[9]
  • The fan format Elderberry Dragon Highlander (EDH) is popularized by the article "Elder Dragon Legend Wars" in The Duelist mag.

October [ ]

  • Standard: Hymn to Tourach and Strip Mine are restricted.[17]
  • Legacy: Fastbond Hymn to Tourach and Strip Mine are banned.[nine] The head estimate tin't disallow whatever Magic expansion anymore.[18]
  • Vintage: Fastbond is restricted. The head judge can't disallow any Magic expansion anymore.[18]

1997 [ ]

January [ ]

  • Standard: New deck construction rules. New editions of the basic set supercede former versions and are permitted in Standard play thirty days after the release date of the new edition. New standalone expansions (due east.g., Ice Age, Mirage, etc.) supersede previous stand-alone expansions and are permitted in Standard play thirty days after the release date of the new edition. Limited-edition expansions are replaced xxx days after the release date of the next limited-edition expansion which has a release date of more than x months afterward than the release date of the approachable limited-edition expansion.[19]
  • Standard: All cards on the restricted listing are moved to the banned list.[20]

May [ ]

  • Ice Historic period block: Thawing Glaciers and Zuran Orb are banned.[9]

June [ ]

  • Standard: Zuran Orb is banned.[21]

July [ ]

  • Standard: New deck structure rules. Standard decks can be composed of cards from the most recent edition of Magic: The Gathering (then Fifth Edition) and all sets from the two most contempo "blocks" of expansions (at the fourth dimension the Water ice Age block which originally contained Homelands instead of Coldsnap, and the Mirage block).[22]
  • Extended: Extended, announced in May, is at present officially sanctioned.[23] Initial banned list includes all cards from Limited Edition, Unlimited Edition, Arabian Nights, Antiquities, and Legends which have non been reprinted in a more contempo set, plus ante cards, and additionally: Demonic Tutor, Residue, Fastbond, Regrowth, Black Vise, Ivory Belfry, Serendib Efreet, Braingeyser, Sol Band, Juggernaut, Strip Mine, Channel, Kird Ape, Mana Crypt, Maze of Ith, Wheel of Fortune, Heed Twist, and Zuran Orb are banned.[24]
  • Vintage: Black Vise is restricted.
  • Delusion cake: Squandered Resources is banned.[9]

Oct [ ]

  • Extended: Hypnotic Specter is banned. Juggernaut is unbanned.
  • Vintage: Candelabra of Tawnos, Copy Artifact, Feldon's Pikestaff, Mishra's Workshop, and Zuran Orb are unrestricted.[ix]

1998 [ ]

  • Vintage: Strip Mine is restricted.[9]

July [ ]

  • Extended: State Tax is banned.[9]
  • Tempest cake: Cursed Scroll is banned.

December [ ]

  • Standard: Tolarian Academy and Windfall are banned.
  • Extended: Tolarian University and Windfall are banned.
    • Braingeyser is unbanned.
  • Legacy: Stroke of Genius, Tolarian University, and Windfall are banned.
    • Feldon'south Pikestaff is unbanned.
  • Vintage: Stroke of Genius, Tolarian University, and Windfall are restricted.[25]

1999 [ ]

March [ ]

  • Standard: Dream Halls, Earthcraft, Fluctuator, Lotus Petal, Recurring Nightmare, and Fourth dimension Spiral are banned. Memory Jar is banned retroactively in mid March.
  • Extended: Memory Jar is banned. This was retroactively added to the March 1st bannings as an emergency ban in mid March.[26] [27]
  • Urza's cake Constructed: Time Spiral, Memory Jar, and Windfall are banned.
  • Legacy: Candelabra of Tawnos, Re-create Antiquity, Maze of Ith, Zuran Orb, and Mishra'due south Workshop are unbanned.
    • Time Spiral and Memory Jar are banned.
  • Vintage: Maze of Ith is unrestricted. Memory Jar is restricted.[28]
    • Time Screw is restricted.[29]

June [ ]

  • Standard: Mind Over Matter is banned.
  • Extended: Fourth dimension Spiral is banned.
  • Urza block Constructed: Gaea's Cradle, Serra's Sanctum, Tolarian Academy, and Voltaic Key are banned.[30]

Card Errata [ ]

  • The errata issued for the "free" creatures ("When <this permanent> comes into play, if yous played information technology from your hand, …") applies to ii additional cards: Karmic Guide and Treachery.

August 1st [ ]

  • Extended: Yawgmoth's Deal is banned.

Card Errata [ ]

  • Iridescent Drake receives the same erratum every bit the "free" creatures. It should read, "When Iridescent Drake comes into play, if you played information technology from your manus, return target enchant creature card from a graveyard to play enchanting Iridescent Drake. (You lot control that enchantment.)"

This erratum causes Lotus Vale to function as it did under 5th Edition rules; you tin can't tap it for mana without first sacrificing two untapped lands.
  • Scorched Ruins should read, "When Scorched Ruins comes into play, you may sacrifice two untapped lands. If you don't, sacrifice Scorched Ruins. If you lot do, Scorched Ruins gains ' {T} : Add four colorless mana to your mana pool.'" This erratum causes Scorched Ruins to part equally it did under Fifth Edition rules; you can't tap information technology for mana without first sacrificing two untapped lands.

September [ ]

  • Extended: Dream Halls, Earthcraft, Lotus Petal, Mind Over Matter, and Yawgmoth's Will are banned.
  • Vintage: Divine Intervention and Shahrazad are unbanned.

  • EDH: First known banlist, synchronized with the Vintage banlist. Exam of Endurance is the first card banned in EDH for power reasons.

2003 [ ]

March [ ]

  • Vintage: Berserk, Hurkyl'south Recall, and Recollect are unrestricted.
    • Earthcraft and Entomb are restricted.
  • Legacy: Berserk, Hurkyl's Recall, and Call back are unbanned.
    • Earthcraft and Entomb are banned.[37]

May [ ]

  • EDH: Burning Wish, Cunning Wish, Expiry Wish, Aware Wish, Living Wish, and Band of Ma'ruf are banned. Bones lands are unrestricted — previously they were limited to one per deck like all other cards in EDH.

June [ ]

  • Vintage: Gush and Mind's Desire are restricted.
  • Legacy: Gush and Mind's Want are banned.[38]

  • Extended: Goblin Lackey, Entomb, and Frantic Search are banned.[39]

  • Extended: Sensei's Divining Top is banned.
  • Legacy: Time Vault is banned.
  • Vintage: Time Vault is restricted. Chrome Mox, Dream Halls, Mox Diamond, Personal Tutor, and Time Spiral are unrestricted.[56]

  • Annunciation schedule moved from the 1st of every 3rd month to the 20th of every tertiary calendar month.
  • EDH: Fourth dimension Vault is banned.
  • Pauper: Pauper becomes an officially supported MTGO format and Cranial Platingis banned. [57]

  • Vintage: Thirst for Knowledge is restricted. Crop Rotation, Enlightened Tutor, Entomb, and Grim Monolith are unrestricted.[58]

  • EDH: Riftsweeper is unbanned.
  • Legacy: Dream Halls, Entomb, and Metalworker are unbanned.[59]

December [ ]

  • No changes in whatever not-online format.[60]
  • EDH: Painter'south Servant is banned. Grindstone is unbanned.

2010 [ ]

  • No changes in any format.[61]

June [ ]

  • EDH: Channel, Staff of Domination, and Tolarian Academy are banned. Rofellos, Llanowar Emissary is banned every bit a commander simply.
  • Extended: Change to the rotation. Sword of the Meek and Hypergenesis are banned.
  • Legacy: Mystical Tutor is banned. Grim Monolith and Illusionary Mask are unbanned.[62]

  • An exception to the above is introduced, making the War of Attrition event deck legal for Standard constructed play if the decklist has not been modified. The deck contains 2 copies of Stoneforge Mystic.[65]
  • Pauper: Frantic Searchis banned.

August [ ]

  • Mod: Becomes a sanctioned paper format from an online format. The initial ban list is: Ancestral Vision, Ancient Den, Bitterblossom, Chrome Mox, Dark Depths, Dread Render, Glimpse of Nature, Golgari Grave-Troll, Keen Furnace, Hypergenesis, Jace, the Listen Sculptor, Mental Misstep, Seat of the Synod, Sensei'south Divining Top, Skullclamp, Stoneforge Mystic, Sword of the Meek, Tree of Tales, Umezawa'due south Jitte, Valakut, the Molten Pinnacle, and Vault of Whispers.[66]

  • Commander: Erayo, Soratami Ascendant is banned as a commander only. Lion's Eye Diamond is unbanned.

This in response to the banning of Lurrus of the Dream-Den in Vintage, which the rules committee decided could remain legal in Commander.

A change to the Companion mechanic was also included in the proclamation:

  • New companion rule: Once per game, whatsoever fourth dimension y'all could cast a sorcery (during your main phase when the stack is empty), you can pay iii generic mana to put your companion from your sideboard into your manus. This is a special activeness, non an activated ability.[115]

On June ten, in the wake of the Black Lives Matter protests. WotC made an announcement that "cards whose art, text, proper noun, or a combination thereof that are racially or culturally offensive" are banned in sanctioned events.[117] Vii cards were banned immediately when the announcement was made, and their card images and flavor texts were removed from the Gatherer database. This ban also applied to Commander and some non-sanctioned formats.
